Cost is proposed as the measure of efficiency in information storage and retrieval systems. All information storage and retrieval devices with equal coding space, or its equivalent in file drawers or cabinets, can store equal amounts of information and deliver the same product for any search. There are no indexing possibilities which are unique to any system and all can be made to exhibit the same degree of reference adequacy. The objective and public criteria which distinguish one system from another are input and output costs measured in terms of labor, time, and equipment.
