Abstract : This paper begins by describing the current IAMD C2 structure and discusses its limitations. Next, it introduces and describes a new proposal for IAMD C2. The remainder, and majority of the paper, focuses on three interconnected but independent arguments (unity of effort, stability, and resiliency) explaining why the proposed IAMD C2 construct is more advantageous. The proposed IAMD C2 structure inserts a standing RJ-IAMD organization, at the operational level, between the theater level AADC and the tactical level service operators. A standing RJ-IAMD organization is better postured to integrate service and host nation IAMD assets and achieve synchronization during planning and execution. Standing RJ-IAMD organizations will provide more stability in IAMD capabilities across all six phases of operations. RJ-IAMD organizations will be better postured to conduct Phase 0-II activities while providing continuity if augmented or subsumed under a JTF during Phase III. RJ-IAMD organizations will provide an added layer of redundancy to the current C2 structure. An RJ-IAMD organization, capable of autonomous operations, will add resiliency when accounting for combat degradation or when operating in a network degraded/denied environment.
