Abstract : Pursuant to the Council on Environmental Quality regulations ( 40 Code of Federal Regulations [CFR] 1500-1508) for implementing procedural provisions of the National Environmental Policy Act, Department of Defense Directive 6050.1 and Air Force regulation 32 CFR 989, the 88th Civil Engineer Directorate, Environmental Management Division has prepared an environmental assessment (EA) to identify and assess potential environmental effects of constructing the Human Performance Wing (HPW) complex within Area B Hilltop District of Wright-Patterson Air Force Base (WP AFB), Ohio. As part of this action, associated infrastructure would be upgraded. This EA is incorporated by reference into this finding. Under the 2005 Base Realignment and Closure (BRAC) Commission final report, they recommended organizations from Brooks City Base, Texas, Naval Research Laboratory, Florida, and Mesa Research Site, Arizona be relocated to WP AFB to create HPW, a center of excellence for aerospace medicine research. BRAC also mandated AFRL/SN from Hanscom AFB and Rome NY be realigned to form the Sensors Directorate. Because these complexes are independent of one another, a second EA will be prepared to address environmental impacts associated with this action. When Congress approved the Commission's recommendations, BRAC became law; therefore, WP AFB is the only installation under consideration and analysis is focused on locations on the installation.
