Abstract : The Army and the Department of Defense are facing some very tough times due to the U.S. economic crisis and the normal drawdown after completion of military operations. However, the Army s mission to fight and win our nation s wars has not changed: In this challenging environment, an improved Army cost culture will enable senior leaders to preserve the nation s security. This Strategy Research Project explains what the Army cost culture is. It provides a road-map for a more effective Army cost culture. It uses John P. Kotter s Eight-Stage Process of Creating Major Change to assess what the Army has done to modify its culture. Most importantly, it recommends what remains to be done.
