Abstract : In today's fiscally constrained environment, it is financially prudent to review all government programs to seek efficiencies and potential cost reductions. The Military Retirement System is no exception. The subject of retirement benefits for the members of our armed forces evokes strong interest among a diverse stakeholder group. Recent reviews of the Military Retirement System have been the subject of much discussion in the media. In view of this, a comprehensive evaluation framework must underpin any decision to change the current system. This work describes a methodology, rooted in value-focused thinking which quantifies the trade-space of the Military Retirement System. We utilize this methodology to build a model through which to analyze and compare the current system with six alternatives. We present the results of this comparative analysis in terms of the cost of each alternative relative to the value each generates. While highlighting some important results this study demonstrates an effective methodology to evaluate the trade-space of complex and resource intensive manpower decisions.
