Abstract : The stigma associated with the Abu Ghraib prison in Iraq under Saddam Hussein was one of fear, torture, and executions. This paper will examine the United States' strategic decision to utilize Abu Ghraib prison in June 2003 as its premiere confinement facility in Iraq. The paper also will discuss the implications of that decision, and the strategic failure of the U.S. military in planning for Operation Iraqi Freedom Internment/Resettlement operations.
