Abstract : The Naval Facilities Engineering Command (NAVFAC) Engineering Service Center (NAVFAC ESC), under the sponsorship of NAVFAC and the Environmental Security Technology Certification Program (ESTCP), attempted to demonstrate and validate a full-scale treatment system for biodegrading hazardous expired shelf-life (ESL), solvent-based paint into nonhazardous byproducts. Previous research and studies suggested the application was an economically viable process that would reduce the Navy's highest per pound recurring cost.
