Abstract : The tragic shooting of U.S. military personnel at Fort Hood in November 2009 underscored the need for the DoD to thoroughly review its approach to force protection and to broaden its force protection policies, programs, and procedures to go beyond their traditional focus on hostile external threats. I commissioned the DoD Independent Review Related to Fort Hood to assist the Department in identifying existing gaps and deficiencies, and also to help broaden the Department's force protection approach to reflect more effectively the challenging security environment in which we operate. I have carefully considered the recommendations in the Independent Review's report, Protecting the Force: Lessons Learned from Fort Hood, and am directing that the Department respond to them by taking appropriate action, as specified in the attached final report of the DoD Follow-on Review to the Fort Hood incident. In a small number of cases, further study will be required before the Department can take additional steps. For the majority of recommendations, however, the Follow-on Review recommends concrete actions. The Department will make every effort to safeguard civil liberties as it develops these policies and programs. These initiatives will significantly improve the Department's ability to mitigate internal threats, ensure force protection, enable emergency response, and provide care for victims and families. In particular, the Department will strengthen its policies, programs, and procedures in the following areas: * Addressing workplace violence; * Ensuring commander and supervisor access to appropriate information in personnel records; * Improving information sharing with partner agencies and among installations; * Expanding installations' emergency response capabilities; * Integrating force protection policy, and clarifying force protection roles and responsibilities; and *Ensuring that we provide top quality health care
