Abstract : Our objective was to evaluate the data used in the business case analysis (BCA) to support the best value decision to award the Secondary Power Logistics Solution (SPLS) contract to Honeywell International Inc. (Honeywell). Specifically, we evaluated the accuracy of the baseline data related to availability, reliability, and cost; determined whether the Air Force adequately considered appropriate statutory and regulatory issues; and assessed the overall impact on the Defense Logistics Agency (DLA) and DOD supply system. During the review, we received a congressional inquiry relating to the consolidation of SPLS requirements. See Appendix A for a discussion of the scope and methodology.
