Abstract : Recognizing that the Department of Defense likely will be the go to agency for international policy for the foreseeable future, this paper examines the Army National Guard Brigade Combat Team, its structure and civilian skills embedded within its units, to suggest that its depth and flexibility across the spectrum of conflict make the National Guard Brigade Combat Team a very powerful strategic policy tool available to the Secretary of Defense and the nation.
