Abstract:
The Advisory Group on Defense Intelligence the Task Force of the Defense Science Board DSB was tasked by the Under Secretary of Defense for Intelligence USDl to examine the manner and extent to which Operations Research OR is employed by the Department of Defense how OR can be used to support Intelligence, Surveillance, and Reconnaissance ISR decision making and the manner in which OR can be institutionalized in the Department of Defense DoD. The Task Force reviewed the application of OR - which it views as decision support analysis based on information collected and analyzed using the scientific method - throughout the DoD and the Services. The review was done on a selective basis, focusing principally on the resources available to conduct OR as opposed to specific programs. The Task Force looked at decision makers commitment to the use of OR, the extent to which resources reflected the application of standard processes and practices, and the manner in which the results of resources appeared to be employed by the organizations of which they are a part. The Task Force also looked at several private- sector OR application models notably FedEx, and at recent and historical use of OR in support of national security requirements.
