Abstract : This report presents the results of the 2006 Workplace and Gender Relations Survey of Active Duty Members (WGRA2006). The Defense Manpower Data Center (DMDC) conducted the survey as part of the quadrennial cycle of human relations surveys outlined in Title 10 U.S. Code Section 481 which directs the Secretary of Defense to conduct cross-Service surveys on gender issues and discrimination among members of the Armed Forces. DMDC conducted the mainly Web-based WGRA2006 in June-September 2006, with paper surveys mailed on August 1 to those who did not respond via the Web. DMDC received completed surveys from 23,595 eligible respondents for a weighted response rate of 30%. This survey was modeled on its predecessor surveys of gender issues, the 2002 Status of the Armed Forces Survey--Workplace and Gender Relations and the Service Academy 2006 Gender Relations Survey. This report includes a description of the WGRA2006 survey; background on why this research was conducted; a summary of recent Department of Defense (DoD) policies and programs associated with gender-relations issues; a discussion of the measurement constructs for unwanted, gender-related experiences, unwanted sexual contact, and sex discrimination; a description of the survey methodology; and detailed results of the findings.
