Abstract : Within the context of the Integrated Biological Warfare Technology Platform (IBWTP) program, Quantum Leap Innovations, Inc. (QLI) was tasked by the Office of Naval Research to develop, evaluate, and demonstrate novel technology supporting early detection of and rapid response to biological or chemical threats. This report provides an overview of the challenges QLI faced, the approach it took to creating the technologies, and some of the specific technological solutions in the areas of Situational Awareness, Course of Action Planning, Command & Control, and Data & Process Integration. It also presents the applicability of the developed technologies to areas other than biological response, such as Department of Homeland Security applications in emergency management, and Department of Defense applications in force transformation, especially regarding Future Naval Capability (FNC) Knowledge Superiority and Assurance (KSA).
