Abstract : The Strategic Environmental Research and Development Program (SERDP) is the Department of Defense's (DoD) corporate environmental science and technology program. To fulfill its mission to address environmental problems through innovative research and share that information across federal and private organizations, SERDP executes the program in partnership with the Department of Energy (DOE) and the Environmental Protection Agency (EPA). Further, SERDP fully leverages complementary programs within the DoD and solicits interest from other public and private research organizations. The organization and management of SERDP is described in Section I-Program Management. As directed by the SERDP Council, the Executive Director and Program Office Staff implement the Program with the support of various working groups and panels to meet high priority, DoD mission-related environmental needs. The activities, achievements, and recommendations of the SERDP Council, Scientific Advisory Board (SAB), and Executive Director are detailed in this section. SERDP conducts basic research through advanced technology development in the following five Technology Thrust Areas: Cleanup, Compliance, Conservation, Pollution Prevention, and Unexploded Ordnance (UXO). Section II-Investment Strategy And Performance describes significant accomplishments achieved during FY 2004 within the two major investment strategy areas: Sustainable Training and Testing Ranges and Reducing Current and Future Liabilities.
