SOAR has been built with partial support from an AFRL grant (F29601-98-l-0032) to the University of North Carolina. This report is intended to provide the Air Force Research Laboratory (AFRL) with both an overview of the work done in the past 12 months (from March 2002 through March 2003) and an overall summary of the status of the telescope and facility at the completion of the grant.
