Abstract:

This report examines issues involved in assuring DARPAs ability to maintain the redirection of its investment portfolio as well as its ability to remain a leader in defense technology innovation. The Terms of Reference directed that the Task Force make recommendations on DARPAs mix of near, mid and far term technologies, commercial duplication, commercial relationships, as well as DARPAs relationship with the military customer and the National Intelligence Community.
