Abstract:

The Terms of Reference directed that the Task Force address the needs for modeling and simulation MS in the DoD with special emphasis on the role of MS to support the development and analyses of advanced warfighting concepts. Of concern are the rudimentary applications of MS toward exploring new warfighting and operational concepts particularly with respect to new joint concepts in support of Joint Vision 2010. The Task Force found extensive and successful use. of MS for training and weapons system design trade offs and capability evaluation, however, there was little flow of tools and methods between MS using communities. MS was found to quantify and support the known and expected, but not adequately adapted or employed as a way to develop new insight. Furthermore, key Joint Vision 2010 elements do not appear to be addressed by either the MS or analytic community and there is ambiguity in planning for the evolution of next generation models and systems of models to address these needs. The report offers several recommendations to redress these problems and deficiencies with the major thrust being a more informed and proactive community for MS support of innovative concepts.
