Abstract : The Strategic Arms Reduction Treaty (START) is an agreement between the United States (US) and the Union of Soviet Socialist Republics (USSR) on the reduction and limitation of Intercontinental Ballistic Missiles (CBM) and their launchers. Submarine Launched Ballistic Missiles (SLBM) and their launchers, heavy bombers, and the total number of warheads of ICBMs, SLBMs, and heavy bomber armaments. The proposed action evaluated in this Legislative Environmental Impact Statement (LEIS) is the US Senate's consent to ratify the Treaty. The purpose of the proposed action is to enable the US and the USSR to begin a mutually verifiable program to reduce the number of deployed, strategic offensive arms.
