Abstract : The Secretary General of the United Nations has requested that member states designate certain forces to participate in a United Nations standby force or a force in readiness (UNFR). He believes, as do many others, that early and rapid deployment of peacekeeping forces into a crisis may be the best preventive medicine. The objective of this pa-Der is to examine the Secretary General's proposal and its alternatives relative to the security objectives of the United States. The scope of the paper includes the historical background to provide context for the alternative. It examines the strategic principles involved but does not examine the details of the operational considerations. The paper finds that there are important reasons why the United States may want to participate in the standby force. Budget constraints, the rising incidence and cost of peace keeping operations, world, expectation of America to responsibly exercise its ability to act as leader, and the need for the U.S. to maintain its political credibility are but a few. The paper recommends that the United States participate in the force to enhance its political credibility, encourage burden sharing by other nations, and to actively manage the chaotic change happening in the world....
