Abstract : The author examines the problems connected with the presence of nuclear weapons in Ukraine and their impact on Russo-Ukrainian relations and European security. He analyzes the fears of both Russia and Ukraine, vis-a-vis each other, that have led to this situation and suggests ways out of the impasse for both states, and particularly for the United States. He examines how the present situation evolved and recommends a solution that contributes in peaceful fashion to all parties' interests....
