Abstract : The Integrated Logistics Support Life Cycle Cost project consisted of a study to determine the feasibility of developing an innovative method for estimating logistics life cycle costs for Navy systems and equipment. By designing logistics considerations into systems and equipment, life cycle costs may be reduced--although initial acquisition cost may increase. The ability to logistically influence system design, and reduce costs, greatly diminishes with each stage in the acquisition process. The research and analysis included: requirements determination, data collection, data analysis, and cost relationship factor development; and focused on the logistics costs in several NAVSEA acquisition programs to determine a range of representative logistics costs. Several methods for estimating system life cycle costs currently exist. The Logistic Support Analysis process permits integration of logistics considerations and system design and comparison of design alternatives. This research demonstrates that because comparable systems and equipment have similar logistics support requirements, logistics support cost estimating factors can be developed based on existing logistics support data, and used to predict the cost of logistics support plans and products in similar acquisition programs.
