Abstract : Our nation's leaders should break out of the current military roles and missions debate and consider a more comprehensive restructuring of the U.S. defense establishment. In the face of the substantial downsizing now occurring, and likely to continue, the time is right for a major reorganization of the top levels of the U.S. Armed Forces. The purpose of this paper is to show why this is necessary and to suggest one way it might be done. The paper addresses: why the paradigm of roles and missions for independent services is increasingly dysfunctional; why change is needed, particularly organizational structural reform; what can be learned from some of our allies who have reorganized their military establishments; what corporate experience may suggest, based on the experience of large U.S. corporations which have successfully downsized; and who might be the agent of change.
