Abstract : In the last six months we have seen significant changes in the Soviet Union which have radically altered that way we have conducted business. Now, it is no longer the Soviet Union, but the Commonwealth of Independent States (CIS). We are now making wholesale unilateral cuts in our defense structure as the CIS is viewed as 'our friend' and no longer 'the Evil Empire.' We are supplying the CIS with food, loan credits, and even offering assistance to help them destroy nuclear weapons. Even though the world has changed, the CIS remains the only country on the face of the earth capable of destroying the United States in a nuclear holocaust.
