Abstract : The primary intent of this research effort is to provide an identification and analysis of impediments to the acquisition of spare parts. The focus of the research was the Army Aviation rotary wing spare parts commodity area. The author delved into both pre-nonavailability and post nonavailability issues and sought to establish responsibility for their resolution. He looked at the general factors shaping the procurement environment, and at information gathered through archival research, interviews, questionnaires, and selected component case analysis. It was apparent from the research that a myriad of causes of spares nonavailability exist. Some of these causes are controllable and some are outside the realm of reasonable control by those in the acquisition community. He also discusses the aggressive, iterative use of risk management in those areas that would suffer the largest impact should difficulties in sustainability be encountered.
