Abstract : The implementation of Total Quality Leadership (TQL) is a continuous process, Consequently, the Marine Corps Logistics Base (MCLB) in Albany, Georgia, identified a need to assess their TQL implementation. This study describes MCLB's TQL models and tools, identifies quality assessment guides, and selects the Department of the Navy's TQL Climate Survey as the guide that best meets the needs of the organization. The study also discusses the survey's administration and analyzes its results. The analysis reveals that the TQL philosophy is prevalent throughout the MCLB, but actual implementation has not reached the lower levels of the organization. The study identifies a blockage of the implementation process at the first line supervisor level, and reveals that the implementation has not yet reached the line worker level.
