Abstract : The purpose of this study was to develop a Total Quality Leadership (TQL) implementation model for Naval Hospital Camp Pendleton using the conceptual framework of Dr. W. Edwards Deming's Fourteen Points of Management. The model's foundation is built upon an exhaustive literature review. A description of the associated philosophic tenets, as they relate to the transformation occurring at the Naval Hospital, is examined under each element of the Fourteen Points. With a theme of responsiveness to meeting the needs of the internal and external customers, the model describes the present and future changes contemplated at the Naval Hospital for the successful implementation of TQL. The model seeks to optimize the Naval Medical Quality Institute's philosophies and may assist other Department of Defense health care facilities in overcoming some implementation barriers. The model addresses health care organization TQL implementation methods including: management structure for TQL; training requirements; and continuous process improvement.... Total quality leadership, TQL Total quality management, (TQM) Management.
