Abstract : This report describes testing and evaluation performed by the Environmental Laboratory of the US Army Engineer Waterways Experiment Station on sediment from the turning basin of Oakland Inner Harbor, Oakland, CA. Test protocols from the Corps' Management Strategy for Disposal of Dredged Material were used in the present evaluation to determine the potential for migration of contaminants into effluent, surface runoff, leachates, plants, and animals at an upland disposal site. Two sediments from the turning basin of Oakland Inner Harbor were tested: a composite sample of cores taken from the surface to 38-ft depth (upper sediment) and a composite sample of cores taken from 38- to 45-ft depth (lower sediment). In addition, two potential disposal site soils were tested: Twitchell Island and 7th Street disposal site. Sediment characterization indicated that the Oakland upper sediment contained higher concentrations of most contaminants than the lower sediment. Metal concentrations in the Oakland lower sediment were in the range of values found at the Twitchell Island disposal site. The Oakland upper sediment contained levels of cadmium and arsenic similar to those in Twitchell Island levee soils, but higher levels of zinc, nickel, lead, and copper....
