Abstract : This study reports the lessons learned from the recent establishment of the Defense Software Repository Service (DSRS) to provide government agencies and authorized contractors with reusable software components (RSCs). DSRS is based on a pilot operation initiated by the Army's Reusable Ada Product for Information System Development (RAPID). The study concludes that a clearinghouse is a necessary condition for software reuse in DoD. To become a software productivity multiplier, the clearninghouse must populate its repository with quality RSCs, and incentives for reuse must originate from high-level DoD management.
