Abstract : The author examines post-conflict activities in the liberation of Kuwait, the occupation of Southern Iraq, and the rescue of the Kurdish refugees in Northern Iraq in the wake of operation DESERT STORM. In the process, he focuses on the planning and execution of the operations required to terminate war by achieving its political objectives. The author addresses both military and civilian leadership, demanding that the means be found to achieve unity of effort in the planning and execution of operations designed to achieve the desired political end-state as a war or conflict terminates. He relates the successes and pitfalls of this process in the combined, interagency, and joint arena where we will be operating in the future to greater and greater degrees.
