Abstract : This RAND Note is part of a series on changes in the militaries and in the national security policies of the East European countries after the revolutions of 1989. It assesses the impact of the military budget and force reductions, for good and ill, on the economies of these countries. The monograph is organized into seven sections: Introduction, Changes in Military Budgets, Force Reductions, Changes in Arms Production, Changes in Arms Trade, Costs of Soviet Troop Withdrawals, and Conclusions. Each section addresses the specific changes that have occurred in each of the following Eastern European countries: Czechoslovakia, Hungary, Poland, Bulgaria, and Romania.
