Abstract : This thesis describes the development of an analysis tool for the evaluation of expert systems and their suitability for use in domains of interest. There is clearly a need for quantitative evaluation tools for determining the usability of expert systems for new problem domains. This research and development effort is based on the Structure of Intellect (SOI) theory as a model of human cognition and the Domain suitability Analysis Tool (DSAT) developed by J. A. Horn as a basic data gathering tool. The objective of this project is to take the basic data gathering tool and the Structure of Intellect theory and construct an analytically correct and useful tool for evaluating domain suitability. The resulting evaluation tool has a three level output. Level one is an answer to the question whether to develop the expert system (the Global Decision Rule). The level two output is an explanation of the potential problems areas in the development of the system. The level three output gives additional information about the domain.
