Abstract : The purpose of this study is to assess the availability of the communications required to support the planned NATO Air Command and Control System. The existing and planned ground-to-ground communications infrastructure of the Central Region (Germany, Netherlands, Belgium) and Italy are surveyed. Both national military and NATO systems are included. The requirements of the NATO Air Command and Control System for ground-to-ground communications are compared to the infrastructures identified in the survey. Shortfalls are identified in the areas of schedule, technical standards, switching standards, and interoperability. A risk assessment concludes the paper.
