Abstract : This thesis is an analysis of the hazardous material reutilization facilities at SUBASE Bangor and NS San Diego. The operations at both sites are described and a forecasting analysis is applied to determine future levels of incoming supply amounts, outgoing sales amounts, and predicted levels of hazardous material within the SUBASE Bangor facility. Cost benefit analyses are presented to determine which of three options is the most economical on-base activity for operating the facility and which of three options is the most economical for operating a hazardous waste minimization program. Using base supply personnel in a renovated building was found to be the most economical solution. Furthermore, a general eleven step hazardous waste and material management model is applied to the military.
