Abstract : This text is a compilation of statutes, regulations, cases and other materials on The Law of Federal Employment. It is designed to provide primary source materials for students in the Graduate Course and other Continuing Legal Education courses in Administrative and Civil Law. The casebook contains ten chapters organized around major topics in the field of civilian personnel law. The first chapter reviews the legal authorities in the federal civil service area. Chapter 2 reviews the organization and structure of the federal civil service. Chapter 3 outlines various prohibited activities for federal employees: conflict of interest provisions and the prohibitions against partisan political activities and prohibited personnel practices. Chapter 4 describes the agency grievance system. Chapter 5 addresses the procedural and substantive issues involved in federal employee discipline. Chapter 6 reviews the civilian employee performance appraisal system and the performance based personnel actions. Chapter 7 is a review of reduction in force procedures. Chapter 8 reviews the rules for practice before the Merit Systems Protection Board. Chapter 9 surveys the extent of judicial review of federal personnel actions. The last chapter concerns equal employment opportunity in the federal sector, with emphasis on the complaint process.
