Abstract : This monograph explores issues surrounding organizational behavior in disasters and its implications for future disaster planning. Emphasized are misconceptions about human and organizational behavior during large- and small- scale disasters, mythological beliefs that weaken disaster plans because they are not based on scientific evidence, and general principles that can be applied to enhance the effectiveness of disaster preparedness planning for natural and technological hazards.
