Abstract : The publication of this Research, Engineering and Development (R,E&D) Plan represents a new start in the revitalization of the Federal Aviation Administration's (FAA) R,E&D Program. We have taken the initial steps to develop a program to work more closely with the aviation industry and to be responsive to the Aviation Safety Research Act of 1988. The plan also provides a balance between near- and long-term research activities to provide effective solutions to immediate problems and provide a base for the aviation system of the 21st century.
