Abstract:

The globalization of the Defense Industrial Base may be categorized in two dimensions, both of which address the technical and operational aspects of foreign dependency. The first dimension encompasses fielded systems, products and technologies, including those under development, for which technology has been specified. This category includes major upgrades as well as programs currently in or beyond engineering development, systems currently deployed or in reserve forces, and associated spares. In addition, it includes general stockpiles of critical materials and other items which could support surge or mobilization. The second dimension is comprised of forward-looking concepts, systems and technologies extending over the next 10 to 20 years. It encompasses all technology within the Technology Base, including portions of earlier generations of a technology which have been applied to existing programs. Most of the so-called dual use technologies which have broad industry consequences fall into this category.
