Abstract : This thesis examines the Venezuelan military expenditures pattern, the arms production experiences in Latin America and its possible causes, and the Venezuelan economic, military and production capabilities. The suggestion is made that Venezuela should expand its arms industries development programs in order to reduce imports, contribute to the economic growth, and increase its political and economic independence. Arms production and military sales have traditionally been subject of controversy and discussion. Their purpose and their political and social-economic costs have been centers of attention and objects of extensive and detailed studies in both producer and customer countries. These studies--normally criticisms--have contributed to the better understanding of the arms procurement and arms production process. They have heightened perceptions that each nation has in respect to tis own necessities. Keywords: Latin America, Theses.
