Abstract : This report summarizes recommendations of the DOD Task Force to Improve Industrial Responsiveness. In May 1981, Dr. Richard De Lauer, Under Secretary of Defense, Research and Engineering, chartered a Joint Service Task Force to propose changes to DoD policy to implement the key recommendations of a number of previously accomplished industrial base studies. The following paragraphs outline the changes proposed by the Task Force: Established Defense Systems Acquisition Review Council (DSARC); Required use of the most efficient production rates consistent with resources available; Developed a requirement for an Industrial Resource Analysis to allow the program manager to identify the up-front resource requirements; Required closer consideration of industrial preparedness planning in peacetime production rate; Requried that Industrial Preparedness Planning (IPP) be considered for all programs; Proposed changes to the Defense Acquisition Regulation (DAR) to add surge option clauses; Required increased emphasis on industrial base issues in advance procurement planning.
