Abstract:
This report is prepared in response to a request from the Under Secretary of Defense for Research and Engineering for advice concerning the actions needed to increase industry-to-industry cooperation on defense programs with our Allies. This Phase II report concerns industrial cooperation on defense programs with Japan. The Task Force objective was to derive pragmatic recommendations on industrial cooperation, especially with respect to technological cooperation. While the Task Force was able to develop suitable recommendations within the context of defense and defense industry, the lack of a cohesive overall national strategy toward Japan, integrating defense, economic, and political considerations, was a major concern and limitation. This report recommends tentative and pragmatic expansion of technological cooperation with Japan on a strictly bilateral basis, in the belief that such cooperation could be in the best interest of both countries. A major portion of the report deals with Japans potential for eventually becoming a competitor in the defense field as well as in civil fields.
