Abstract:
This Phase I report provides the findings and recommendations of the Defense Science Board Task Force an Industry-to-Industry International Armaments Cooperation between the U.S. and the European NATO countries. A second phase of our task activities, now in progress will apply to cooperation with Japan. The report is made up of reproductions of the viewgraphs used to brief the Defense Science Board, the Under Secretary of Defense for Research and Engineering, and the Deputy Secretary of Defense, supplemented by amplifying text where pertinent. First, the starting point for the Task Force deliberations was the stated policy for increased industry-to-industry arms cooperation with our Allies. Second, we concluded that there are several fundamental prerequisities for achieving a substantial increase in industrial cooperation. Our European allies must be persuaded to increase high quality investments in key military-oriented technologies for there to be a better balanced and more effective technological partnership. Third, out of all of our sixteen sets of findings and recommendations on various aspects to the subject, we feel strongly that the last one on U.S. investment in RD is the most important by far.
