Abstract : This thesis addresses the issue of long range strategic planning. The model developed in Chapter One is meant to be a conceptual framework around which the complex issues of U.S. foreign policy can be organized. Chapters Two through Five apply this model to U.S. apply this model to U.S./South African relations, Chapter six is a case study of South African Nuclear Capabilities.
