Abstract : This study examines the U.S. Coast Guard Vessel Traffic Service program with emphasis on the cost-benefit analysis used to justify the installation of the first six systems. The difficulties with Marine casualty data are examined and some proposed changes are outline. The conclusion of the study is that Vessel Traffic systems are a cost-effective means of improving maritime safety within U.S. ports and waterways. (Author)
