Abstract : The objective of the paper is to review the Navy's master planning program for the planning, engineering, design, construction and management of Naval and Marine Corps shore facilities. The strengths and weaknesses of the planning program were examined, both its value to its beneficiaries and its effectiveness in meeting stated goals and objectives were assessed, and means to its improvement was recommended. The program was evaluated on the basis of relative goal attainment, adequacy of required procedures and documentation, output and cost, value and effectiveness, and implications for management. The evaluation was conducted through review of Navy planning directives, interviews with Navy planning personnel, research of applicable literature on planning and program evaluation, and the conduct of a master planning survey which solicited facts and opinions from three groups of program participants and beneficiaries by means of questionnaires.
