Abstract : Climate change adaptation is now recognized through many formal government policies as a desired strategic end state, with resilience as the identified means to achieve it. Military and security agencies clearly see that climate change adds significantly to instability, hunger, poverty, and conflict. Thus the military requires planning consideration for risk environments. The evolving military concept of resilience can leverage sustainability and smart concepts with added emphasis on security and planned risk response strategies. The work reported here establishes the nexus of climate change adaptation with military resilience planning, reviews the military's use and definition of resilience as a concept, and explores what the military might learn from urban planning and nonmilitary versions of resilience. It also examines planners focus on engineering resilience at the project level and at the system level. A gap in planning for resilience at the community (or regional) levels is recognized in the current military planning paradigm, and this work examines how planners can fill this gap and benefit by expanding the current resilience framework. This broadened and more comprehensive consideration of resilience will enhance climate change adaptation strategies of the military, and resilience should be incorporated into overall military planning.
