Abstract : The Department of Defense (DoD) operates many bases outside the Contiguous United States (OCONUS). This study developed analytic tools that provided a quantitative model framework and qualitative considerations for determining whether OCONUS military bases should connect to the Host Nation power grid or remain isolated. Several cases involving bases of different sizes and in different regions of the world were then analyzed.
