Abstract : The U.S. Army's Expeditionary Contracting Command (ECC) Contingency Contract Administration Services (CCAS) mission in Kuwait and Qatar has demonstrated that many of the resources required to successfully administer service contracts in a contingency environment already existed within the command but were in need of a little polishing and realignment. Given the high stakes of the CCAS Mission, the Battalion set out to establish a solid foundation for effective contract management, thereby reducing risk to soldiers, the mission and funds.
