Abstract : This report discusses the relationship between the nature of the conflict and the command and control system to be designed for that conflict. Counterinsurgency, Limited Warfare, and Strategic Nuclear Warfare are briefly examined, and factors inherent in each form of conflict, which influence command and control system requirements, are identified. Command and control system requirements for each general form of conflict are briefly discussed based on the examination of the conflicts. From the general examination of Counterinsurgency, Limited Warfare, and Strategic Nuclear Warfare, a methodology is suggested for determining specific command and control system requirements for any form of conflict. The methodology offers a procedure for developing a functional network description of the proposed command and control system through a consistent sequence of steps from basic characteristics of the conflict itself.
