Abstract : This report analyzes the research program of the Department of Defense (DOD) pertaining to the behavioral, political, and operational aspects of counterinsurgency. This program includes research in the areas of anthropology, economics, sociology, operations research, psychology, and political science, i.e., the non-materiel program on counterinsurgency. It excludes research and development related to materiel and hardware. The purpose of this study is to determine the adequacy of the current research efforts so that, if required, new research can be proposed to improve our ability to understand, anticipate, and influence insurgent activities around the world in ways favorable to our national interests. Data contained in this report were also provided to the Subcommittee on Behavioral Sciences of the Defense Science Board for use in its report.
