Abstract : Concepts of system effectiveness including the three principal terms, availability, dependability, and capability, are presented. Eight specific tasks required to evaluate effectiveness during any phase of system life are presented. A mathematical routine appropriate to effectiveness model construction is described. Using the above task analysis and the model framework, a hypothetical example is presented. Results of the evaluation illustrate effectiveness analysis methods and possible alternate decisions available. Application of simulation methods to the example are discussed. The appendixes contain summaries of four typical examples of the application of effectiveness evaluation methods to various Air Force systems (presented in detail in Volume III). An airborne avionics system, an intercontinental ballistic missile system, a long range radar surveillance system, and a spacecraft system are described. (Author)
